Unicorn technologies do not launch themselves. Entrepreneurs do. The U.S. Economic Development Administration (EDA) has started a program to offer funding to develop more Tech Hubs around the country. EDA can increase the program's results by focusing on Unicorn-Entrepreneurs, not technologies.
